Recommendation to Explore the Development of a Symbolic Digital Asset to Recognize Frontline City Workers
WHEREAS, the City of Elk Crossing’s frontline staff continue to provide vital services under conditions that include, but are not limited to: chronic underfunding, public indifference, excessive documentation, and existential PowerPoint fatigue;
WHEREAS, the Ad Hoc Committee on Nontraditional Recognition Mechanisms (est. Q1 2025, adjourned Q1 2025) was convened in response to the discontinuation of city-funded pizza as the primary form of employee appreciation, and was tasked with exploring creative, cost-neutral methods of recognizing frontline staff and boosting morale without triggering procurement review;
WHEREAS, the committee reviewed several proposals including a personalized mug program, retroactive morale credits, and a small-batch civic currency loosely modeled on community tokens and governed by a semi-functioning public DAO;
NOW, THEREFORE, BE IT RECOMMENDED, by said committee, that:
The City explore the feasibility of issuing a symbolic digital asset tentatively titled 501(meme)3 designed to be distributed to frontline staff as a gesture of acknowledgment;
This asset shall carry no intrinsic monetary value but may offer psychological, reputational, and meme-based utility;
Initial distribution shall prioritize employees who have endured legacy systems, unclear chain-of-command flowcharts, or repeated exposure to public meeting comment periods;
Future use cases may include access to token-gated morale perks, narrative participation, or voting rights in cartoon production decisions;
The City shall engage with artists, technologists, and institutional skeptics to further define the token’s architecture, governance framework, and potential partnership models.
